This isn't something I would like to pressure you into doing, but there is a layout problem that probably gets members to prefer other forums.
The issue is that there are way too many categories. Making a category for just one forum is a strict no-no with forums because it increases the scroll. Scrolling is more than fine, but scrolling for nothing can drive people away.
I recommend assessing your layout fully, but I'll throw just a few words of advice changes that will help.
-Change the "Xbox Live Fan" category name to something like "XboxLiveFan Community" and take all of the "Off Topic Discussions" category forums and put them up top in here.
The layout would suit best as follows: Announcements, Feedback & Suggestions, introductions(NOT IN A SUB-FORUM), General Chit-chat, Non-xbox Gaming, Game Achievement Lists(Sub-forum in non-xbox gaming), Game Battles(sub-forum in non-xbox gaming), XLF Exchange Central,
-re-word the "non-xbox Gaming" to something like "General Gaming discussion(non-Xbox) calling it what you are calling it is far too unwelcoming for other system owners.
Now with that 4 categories are eliminated, saving room and general conversations are all at the top.(some put it all at the bottom but you should go top).

I wouldnt say moving the off topic content to the top. This is a xbox forum, the off topic catgories are just an extra, so when people visit the forum, i want them to see xbox related forum. I do agree with you about the "Xbox Live Fan", i will be changing it to "Xbox Live Fan Community".  I will also move the "Introductions" forum up into the "Xbox Live Fan Community"("Xbox Live Fan") forum, under the "Feedback & Suggestions" forum and see how it goes / looks

I agree, off-topic sections are almost nearly always found at the bottom of a forum. Why would someone want an off-topic section at the top of their xbox forum.

It's pretty much the unwritten rule of forums that first category is about the site >> First place new users go to when they introduce themselves or need help with something.
Second is the forums the site is all about. (this is where a little combinating of forums is needed)
Third comes off topic forums and there should not be many of those >> Which we don't have and that is good! :)

Yes that's what the structure is like on my gaming forum, although the middle section is split down even further but that's for the purpose of my website. The third section is for entertainment and off-topic.
I don't think anyone would want an off-topic section that's going to be filled with things like posting games etc stuffed at the top of the forum.

Having the off-topic sections is an unventured and really stupid idea. There's a reason why nobody ever does it with forums.

OK, well if you don't change any that I have suggested then at least re-word the "non-xbox Gaming" to something that doesn't sound like you hate all other gaming consoles? lol
